This paper examines international intervention in Bosnia-Herzegovina during 1996 and 2003. The author analyzes the policies the international community implemented to create a lasting peace in Bosnia-Herzegovina, and then evaluates the success or failure of these policies in the different phases of the peace process. More generally, the author examines to what extent an external actor can influence and control the process of change in a target state.
