This compilation of articles was published on the occasion of the ninth Workshop of the PfP Consortium Study Group on "Regional Stability in South East Europe" that took place in Sofia, Bulgaria in October 2004. The authors cover various themes around the following three topics: security sector reform in Southeast Europe and the changing nature of global security; the experience of reform by NATO members; and the reform challenges for Western Balkan countries.
