This paper examines possible future policy directions for the UN Programme of Action on the illicit trade of small arms and light weapons. It assesses the achievements and shortcomings of the program during its first ten years, which in the latter case included implementation problems and the changing context in which the program works. After reviewing its past, the paper then outlines the specific challenges the program must address over the coming decade if it hopes to be effective and credible.
