This report evaluates Zimbabwe’s constitutional reform process and prospects for holding a credible referendum and elections under the country's Global Political Agreement (GPA). First, it examines the constitution-making process; second, it assesses Southern African Development Community's role in facilitating the implementation of the political and constitutional reform provisions of the GPA; third, it examines the prospects for and challenges of conducting a credible referendum to adopt and legitimize the constitution before elections; finally, it considers possible scenarios, assuming that Zimbabwe will hold elections with or without a new constitution.
