This brief argues that the International Conference of the Great Lakes Region (ICGLR) and its member states should focus on strengthening justice mechanisms at the national and local levels to address the difficult and deep-rooted problems of sexual and gender-based violence. It underscores that changes will have to start at a basic level, and that the ICGLR must intensely focus on strengthening the independent competencies of member states so that they can gain interdependent capabilities.
