Publication

This paper looks at the potential for cooperation between the Kaliningrad oblast and the European Union. Divided into three parts, the first section examines Kaliningrad's relationship with Moscow. The second looks at its relationship with the EU. The third gives recommendations for EU partners on areas of possible cooperation with the oblast.
