The European Union (Approval of Treaty Amendment Decision) Bill enables the UK to ratify an amendment to Article 136 of the Treaty on the Functioning of the European Union. Primary legislation is necessitated by Section 3 of the European Union Act 2011, which requires such amendments to be approved by an Act of Parliament before they can be ratified. The Government has stated that the change should not trigger a national referendum under the European Union Act because it affects eurozone Member States only.
