Yes, this brief acknowledges, South Africa is one of the dominant players on the African continent and one of its most prominent voices on the world stage. Over the last 20 years, however, it has failed to establish the level of influence once envisaged for it. No matter, the brief continues. It remains an important partner for Norwegian peace building diplomacy, particularly in relation to the African Union. To sustain the partnership, though, South Africa's "solvency" will have to be considered -- i.e., - no one should lose track of its ability to balance its diplomacy with its economic and social realities, and with its political and military capacities.
