The draft international convention proposed in this paper attempts to address the issue of incitement and to criminalize it in international law. The authors argue that incitement of a particular community has become a major tactical weapon in advocating terror, violence and hatred. They suggest prohibiting or criminalizing incitement to terror through some form of international instrument.
