Safeguarding energy security is a high priority for Lithuania, Latvia and Estonia—three Baltic States that remain dependent on Russia for their energy supplies. Although these small states are often seen as politically homogeneous, at least in broad terms, their energy policies are indeed visibly different. This policy paper clarifies these differences but also looks at the prospects for greater cooperation between these energy-dependent states.
