In terms of engaging with Gulf Cooperation Council members, NATO's Istanbul Cooperation Initiative (ICI) continues to experience the same problems it faced when it was inaugurated in 2004. This research paper tries to explain why this is the case, what ICI-related lessons NATO has learned over the last eight years, and what a viable agenda for future cooperation might look like.
