Morocco is often seen as the exception to the “Arab Spring” – ie, it has been largely unaffected by widespread regional unrest and its regime seems to be as strong as ever. This calm has often been attributed to the promises made by King Mohammed VI that political reforms would follow quickly in the wake of the Arab Spring. This explanation is factually accurate, this paper argues, but it is not comprehensive enough to reflect the true relationship between a resilient monarchy and the country at large.
