This report analyzes the challenges faced by members of the Southern African Development Community (SADC) and offers recommendations on how to address them. The challenges specifically include political tensions between SADC members, resource deficits, the political-economic exclusion of everyday citizens in decision-making processes, and limited internal and external coordination by SADC itself. That the organization's Secretariat appears powerless to address these problems with effective policies should come as no surprise, argues the report. As long as national sovereignty prevails over regional interests, the success of SADC mechanisms, most notably in the area of conflict resolution, will remain limited.
