In recent years, thirteen states in the Middle East have declared their intention to develop a civilian nuclear infrastructure. Some of the region's civilian nuclear projects present an international community-accepted alternative to the Iranian model. Given the dual use of nuclear technology, however, the possibility that some states will in future seek to realize their projects' military potential cannot be ruled out argue the authors.
