This report concentrates on the estimated 200,000-400,000 displaced pastoralists currently living in northern Kenya. It examines the causes behind this decades-long displacement, the legal justifications for protecting the pastoralists, and the failed attempts to help solve their problems thus far. In the last case, the report does identify needed next-steps ahead for the government of Kenya, traditional leaders and outside donors.
