The International Development Association (IDA) of the World Bank now operates in a different lending environment than the past. Most of the world's poor currently live in middle-income countries, previous receivers of aid are becoming donors, and many low-income countries are about to become IDA ineligible. As a response to these developments, this report from the Future of IDA Working Group provides five 'big-picture' recommendations on how IDA might adapt itself to a new world.
