Libya’s security challenges, argues this report, continue to undermine its post-Qaddafi political transition as well as its relations with other countries. The challenges include old regime loyalists seeking to undermine effective and long-lasting political change; tribal and inter-militia clashes resulting in violent competition over territory, power and influence; and weak and disjointed national security forces operating without a clear hierarchy of authority. All of these challenges, as well as the proliferation of weapons into neighboring countries, are creating an ideal environment for al-Qaeda and like-minded organizations to instigate regional instability.
