This monograph explores the utility of maintaining a US forward presence in Europe. In doing so, it 1) explores the decades-long tradition of mistakenly tying this practice to more equal burden sharing across NATO; 2) assesses whether and how forward presence still protects US interests and achieves its national objectives; and 3) sheds light on how forward-basing yields direct, tangible benefits in terms of military interoperability.
