This commentary discusses the 2012 APEC summit in Vladivostok, with a particular focus on Russia’s lackluster performance there. Prior to the summit, Moscow implemented a number of economic projects in its Far East and attempted to enhance its diplomatic engagement across the region. Despite these efforts, however, at Vladivostok it not only failed to define a role for itself in the Asia-Pacific order, it also failed to propose political or economic initiatives that extended beyond those previously discussed by APEC members.
