This report focuses on the armed resistance in Misrata (Libya), seeking to deepen understanding of the country's armed groups and their aims, whose characteristics will be outlined via a detailed typology. The author argues that distinguishing among different types of armed groups in Libya is critical to understanding the evolving political situation and devising effective international policy to support the ongoing transition. Such policy must also recognize that demobilization of combatants is tied to the creation of a legitimate national army and police force. Until substantial reform of the National Army and Ministry of Defense is undertaken, national demilitarization progress is unlikely.
