This testimony discusses the imperative to preserve essential elements of the US defense industrial base. It is based on a report co-authored by the speaker on the need to develop a coherent, long-term government strategy for sustaining design and production capabilities in a small number of areas critical to meeting the principal challenges to American national security during the next couple decades. The speaker warns, however, that given the differences within the government over the America’s specific future security needs, it will be a challenging endeavor to reach a bipartisan consensus on what sectors of the defense industrial base are truly critical.
