This document represents the 3rd White Paper on Vietnam National Defense. It defines basic viewpoints on Vietnam’s national defense policy, the mechanism of leadership and management of national defense, the structure of the Ministry of National Defense, and the organization and guideline for building a comprehensively strong Communist Party of Vietnam (CPV) as well as the Militia and Self-Defense Force. This White Paper also touches upon defense cooperation policy, and expresses the desire for advancing mutual understanding and trust with other peoples and armed forces so as to further foster cooperation for the sake of peace, national independence and social progress.
