This paper looks at the concept of the Responsibility to Protect (R2P) in the overall context of the Arab Spring, and in the specific cases of Libya and Syria. It argues that R2P is not a suitable justification for overthrowing governments. As a result, events in Syria and Libya confirm that we need to clarify what kind of situations call for R2P and which do not.
