This report examines the situation in the region of western Sudan and along the Chad-Sudan border, which has been deteriorating since September 2005. Since the conflict zone extends into eastern Chad, the authors warn that the escalating proxy war between Sudan and Chad threatens to produce a new humanitarian catastrophe along this border. Being challenged increasingly by the warring parties, the small African Mission in Sudan (AMIS) is not viewed as being capable of restoring stability in this region. This report therefore proposes to immediately deploy an interim stabilization force lead by a militarily capable UN member in order to assist AMIS until a broader UN Mission can take over in October 2006.
