This paper argues that NATO could soon have a credible cyber Distant Early Warning Line if it addressed problems incrementally instead of waiting for a ‘perfect solution’. Investments in monitoring systems are indeed promising, the paper further argues, but they should be seen as merely the first step in a Phase Adaptive Approach for cyber defense.
