This paper discusses the G8 initiated establishment of the Global Partnership against the Spread of Weapons and Materials of Mass Destruction (GP) in 2002 and analyzes the results obtained through the program since then. The author reviews the international commitment and financial support for chemical and nuclear disarmament projects in Russia through the GP program and provides a Russian perspective on the successes and shortcomings of the Global Partnership. The paper argues that the leading GP contributors cannot simply supply dictate the terms of disarmament to Russia, but must more actively cooperate with Russia by also taking into account Russia's responsibilities and needs.
