This conference report examines Southeast Asian perceptions of nuclear security and non-proliferation challenges, while further exploring opportunities for international and regional cooperation. In response to rising energy demands, several Southeast Asian governments are now planning to develop substantial nuclear energy sectors by the 2020s. While most Southeast Asian participants in this workshop still believe that their region neither faces nor presents major nuclear security or proliferation risks, participants from outside the region argue that Southeast Asian governments should adopt all major nuclear security and non-proliferation conventions, fulfill their obligations under UNSCR 1540, and initiate discussions about enrichment and reprocessing.
