The paper addresses the international humanitarian system that is increasingly encountering new challenges due to the cumulative effects of population growth, climate change, increased resource scarcity, rising inequalities, economic and geopolitical shifts, the changing nature of violence, and rapid technological developments. In this respect, after sketching out the ill-defined boundaries of the humanitarian system to explain its origins and define the scope of the enterprise, this report focuses on the challenges faced by the system today and identifies the outline of a shared adaptation strategy.
