This paper discusses the potential proliferation dangers associated with losing capable weapons scientists or nuclear technicians to high-paying terrorist organizations or rogue states. The author examines the lessons learned during the implementation of "brain drain" prevention programs in Russia and speculates how similar measures could be used in other parts of the world.
