This report analyzes the UN’s Civilian Capacity (CIVCAP) process in the initiative’s network countries (Brazil, China, India, Indonesia, Russia, South Africa and Turkey). The study comprises seven national case studies along wider research and analysis. The authors describe the new approach to civilian capacity, the views of the network partners, review of national experiences and the current issues, challenges and opportunities.
