United Nations Security Council Resolution 1540, adopted in April 2004 under Chapter VII of the UN Charter, creates binding obligations on all States to implement and enforce measures intended to combat the proliferation of nuclear, chemical, and biological weapons, as well as their means of delivery to non-State actors. In this context, this paper addresses civil society cooperation with governments in the implementation of UNSCR 1540.
