This article is concerned with the opportunities of decentralization in Pakistan. Pakistan’s 18th constitutional amendment from 2010 aims at empowering the country’s four provinces. However, little progress has been made in bringing services closer to people and including marginalized parts of the population. The author argues that the 18th amendment’s problems present a major opportunity for international donors although ultimately the success of the amendment will depend on initiatives from inside Pakistan.
