This brief argues that at the 2012 United Nations climate negotiations in Doha, no one is pushing for a breakthrough agreement. However, there is also not much risk of any existing agreement collapsing. The author argues that there are still important decisions to be made – and real opportunities for friction – but they are of a lower order than climate watchers have become used to in recent years. The brief gives a short overview over past climate summits, analyzes the current situation in the negotiation rooms and gives an outlook on the future of climate change negotiations, focusing on the policy of the United States of America.
