The Millennium Challenge Corporation (MCC) delivers targeted US foreign assistance to countries committed to good governance as well as economic and political freedom. In order to be eligible for MCC grants, countries need to pass two hard hurdles - the control of corruption indicator and either the political rights or civil liberties indicator. This report offers a preliminary assessment of MCC candidate country scores on the FY2013 hard hurdles.
