This report is the result of a concerted effort to come to conclusions on how the Department of Defense could develop and institutionalize a public diplomacy program. The authors look at the past efforts and what is being done in setting up and consolidating public diplomacy activities at the DoD. The report concludes that public diplomacy offers a valuable example for how different organizations respond to different incentives and ultimately affect how US foreign policy is executed.
