This paper argues that NATO can make significant contributions towards addressing emerging security challenges and be of considerable benefit to partners cooperating with it. To be successful, however, NATO will have to move beyond political rhetoric and clearly specify what role it wants play, as well as what it can do with – and what it expects from – its partners.
