There is broad consensus that a core objective of any post-2015 agreement in relation to the UN Millennium Declaration should be to end poverty. Given this objective, this paper considers how broad this post-2015 agenda should be, and how deeply it should go into the different factors which drive poverty and development. How this debate is resolved, the author argues, depends ultimately on how political consensus develops. What this consensus has to deliver is an agreement which has political traction and addresses the problems that a post-2015 world must tackle.
