Over the past two decades, donor countries have begun to recognize that they need to improve their engagement with fragile and post-conflict states. This paper describes the challenges donors face in fragile states. It also outlines a number of recommendations aimed at making aid more effective and transparent for both donors and recipient governments. These include the tailoring of aid instruments to specific contexts, communicating results and sustaining assistance beyond post-conflict scenarios.
