This paper considers the different institutional options available for monitoring the external effects of the European Union's (EU) Common Agricultural Policy (CAP) on developing countries. It analyses the positions of and specific proposals made by EU decision makers, as well as primary and secondary CAP stakeholders. The paper also considers whether the effects of the CAP and relevant EU policies on development outcomes should be monitored and how this might be achieved. In addition, the paper also examines the political and technical feasibility of four proposals that have been put forward by stakeholders to monitor the effects of the CAP in developing countries.
