This brief analyzes multiple developments, which point to a larger-scale renaissance of the al-Qaida vision. The author discusses recent developments in various countries and integrates them into a wider picture. He argues that these developments may be dispersed and not greatly connected, but they would demonstrate the potency of an idea that may prove to be far more resilient than has recently been believed. The brief concludes with two policy implications: 1) repressive policies of Islamist groups may be counterproductive, if underlying perceptions of marginalization are not addressed and 2) a Military intervention in Mali should be avoided.
