This paper examines the nature and purpose of knowledge generated by EU Home Affairs agencies. It asks where this knowledge originates; how it measures up against criteria of objectivity, scientific rigor, reliability and accuracy; and how it is processed in order to frame threats, justify actions and set priorities under the EU's Internal Security Strategy (ISS).
