The paper discusses the consequences of the European Union Bill, including the Croatian accession and the Irish protocol, for the UK. The bill would allow the UK to restrict the right of Croatians to work in the UK after accession. The authors argue that past experiences show that accession can generate significant flows of potential workers, but that this would have little or no effect on wages and living standards. The bill would also cover the Protocol to the Lisbon Treaty – giving guarantees over Irish concerns about the right to life, family and education, taxation and military neutrality.
