This study is one of three being carried out to explore the implications of the new global landscape for partner country governments. It examines the challenges and opportunities experienced by governments in managing the new landscape, particularly the growth of what is called ‘non-traditional development assistance’ (NTDA). It takes the Cambodian government as an example.
