This paper discusses the implications of the diverging regulatory regimes on genetically modified organisms (GMOs) in Europe and the United States on developing countries. The author argues that it is basically the use of Regulatory Impact Assessment (RIA) that helps explain the permissive regulatory regime on GMOs in the US, whereas the application of a rather strong version of the precautionary principle explains the highly preventive GMO regulation system in Europe.
