Publication

This paper gives recommendations on how to resolve territorial conflicts in the South Caucasus. It recommends establishing high-level networks to help expand views, change perceptions and search for alternative solutions and compromise. It also recommends creating a commission to mediate on difficult issues as well as increasing cooperation on soft security and non-security issues in order to mange expectations and prevent the creation of alternative realities.
