This workshop report provides recommendations relating to the staffing, recruitment, rostering and training of the civilian dimension of the ASF (African Standby Force). The workshop further aimed at harmonizing the approach of the African Union (AU) and the Regional Economic Communities (RECs) and Regional Mechanisms (RMs), with regards to the civilian dimension of the ASF. The workshop developed a list of civilian functions that should be provided for in each regional ASF capacity, while further considering the merits and demerits of direct hiring and secondments for those civilian positions in the ASF civilian standby rosters, as well as those in the PLANELMs.
