This report analyzes the implementation of Japan's 'fast start finance' programs as part of developed countries' commitments under the United Nations Framework Convention on Climate Change. The authors disaggregate Japan's program funding and identify how climate finance is being allocated to mitigation and adaptation measures. In concluding, the report argues that climate finance reporting should be made more transparent with clearer and more publicly accessible funding criteria. Japan should also work with other leading countries to standardize climate finance reporting at a global level.
