This report studies the impact of HIV on the security of countries throughout the world. The author finds that the HIV/AIDS pandemic is weakening national economies, military and police forces, government structures, and social structures. Furthermore, she explains that high rates of HIV infection exacerbate other problems such as massive poverty, tuberculosis, drug-resistant malaria, and regional conflicts. These problems, in turn, strain mechanisms designed to cope with AIDS to the point of failure. The report concludes with a set of policy recommendations.
