This report examines the attempts to seek a durable resolution of the conflict in Afghanistan through a political process with a particular focus on the possible role of Norway in this regard. The author acknowledges that numerous attempts since 2001 to build confidence, establish effective political talks and reliable communication channels seem to have yielded relatively little. He suggests that a durable peace may require a more patient and comprehensive approach in which consultations within the various groups, combined with input from various civil society actors, are as important as talks between the main adversaries.
