This report analyzes the autumn 2012 change of government in Georgia, hailed by the country as proof of its democratic maturity. The authors argue that if the transition period passes smoothly, this will mark a unique achievement in the former Soviet Union area. The presence of a strong opposition in parliament also gives reason to hope that the democratic process will progress. However, to make the most of this potential, all the country's political actors will have to play by the rules.
